Mayor Lomax Smith opened the meeting at 6:30 P. M.

 

Items to be discussed:

  Police Auxiliary

  Dedication for Mount of Olives Memorial Garden will be postponed until Spring Time.

  Yard Sales day will need to purchase a Business License.

  Hood Street Road Repairs.

  Announcement of Christmas lighting at Kelly Park will be December 15, at 6:30p.m.

Town Council Meeting

November 18, 2008

Mayor Lomax Smith opened the meeting at 6:30 P. M.  Council Member Truitt made a motion to waive the reading of the minutes from the last meeting and to approve them as presented.  There was a second by Council Member Adams and the motion was approved Ayes unanimously.

 

October financial reports were presented to the Council by the Clerk. The Clerk Reported the balance, the Water Department owed on Water Contractors as of 11/18 is $7,302.20.  Also reported about $8,000.00 left on the sewer grant to pay out.  Council Member Truitt made a motion to approve the reports as presented.  A second by Council Member Weaver and the motion was approved unanimously.

 

Request for Mr. Mick Patel to retail beer (Off Premises Only) for Fill N Save 4 located at 12935 Cottonwood Road.  Council Member Truitt made a motion to permit Mr. Mick Patel to retail beer (off Premises Only) for Fill N Save 4 located at 12935 Cottonwood Road. A second by Council member Adams and the motion was approved Ayes unanimously.

 

Mayor read a Thank you Note that was mail to Chief Jim Smith from Tinker Danford,

“Please accept our sincere appreciation for all those times you and your staff aided in helping us with Daddy he had a lot of respect for you and he always showed his appreciation to you thought his wonderful sense of humor.  It did not go un-noticed to see you, yourself, during the procession to the cemetery.  Daddy loved Cottonwood.  If he could say anything to you right now, I’m sure he would tell you to keep a watchful eye out for Mother and his entire family.  It is truly our payer the God be with you as you continue to serve in our little town.  Even though I don’t live there anymore, I feel fortunate as well as other family members, to have you as our chief.  Blessings Tinker Danford”.

 

General Business:

     Council Member Weaver:  Reported on Burner Park, that Mr. Hugh has planted grass trees, plants, put up a Flag pole, a power pole, and a power box.  We need power run to the flag pole for lighting and power to the trees for lighting.

     Moving the flag that is on the pole on the street right at the park to a new location.

     Need to get trenches dug for the water lines.

     When flags are taken down, try to get Knology to put up our Christmas light.

     Ken Hamilton, will be getting together with his Pastor at, Harper Joy Church, about the Play Ground Equipment.

     Nuisance Ordinances is still being looked over by Gary Sherrer.

    

      

 

 

 

 

Other Business Discussed:

     Mayor reminder that, on Dec. 2 will be our first Work Section Meeting.

     Council Member Adams asks if there were still gas tanks under ground at the location were Mr. Nelson is renting. The reason for asking is case there is gas in the tanks she would not want any one hurt.  Mayor said he would check with ADEM if we need to be concerned.

     Discussed:  The old Pizza Place on hwy. 53 being demolished.

     Discussed:  How many Police Officers we have on duty at night.

     Discussed:  Dedication for the Cemetery on Gene Terry Road for some time after Christmas.   

    Council Member Adams asks if the Town could write a letter to the County to help with the driveway to the New Rescue Building.

Town Council Organization Meeting

November 4, 2008

 

Members Present:   Mayor Lomax Smith, Clifton Truitt, James Coachman, Drena Weaver, & Ann Adams, Ken Hamilton

 

Members Absent:  None

 

Mayor Smith opens the meeting at 6:30 P.M.  Council Member Weaver made a motion to waive the reading of the minutes from the last meeting and to approve them as presented.  There was a second by Council Member Adams and the motion was approved Ayes unanimously.

 

Chief Smith presented the October report of activities by the Police Department to the Council.  Chief Smith also reported that he made a presentation to faculty at Cottonwood School on school safety.  

 

 

Fire Chief Danford presented the October report of activities by the Fire Department to the Council. Chief Danford reported four call of service.  A total of 3,000 gallons of water used in October that includes filling up the Tanker.  The Chief presented the financial report to the Council.  Reported the updates that the vests will have to be reordered he said cost will be approximately be doubled from the first price.  The cost of vest will be $42.00 each for 18 members.  The Chief reported that each fire truck has to carry 5 or more traffic cones, 28 inches tall, and need double reflective stripping.    Tanker is repaired and back in service and will be tested at a later date.  The testing has already paid in full.  Hope Christmas / eating meeting will be on December 1.  Chief Danford received the 2007 Life Safety Achievement Award.

 

Re-Appoint Mayor Pro-Tem Council Member Truitt.  Council Member Hamilton                  made a motion to re-appoint Council Truitt to service as Mayor Pro-Tem.  A second by Council Member Adams and the motion was approved Ayes unanimously.

 

Approval of Holiday Schedule was presented to the Council. Council Member Weaver made a motion to except the schedule for the holidays.  A second motion was made by Council Member Coachman and the motion was approved, Ayes unanimously.

 

The Re-Appointment of the Town Clerk for full term,  Augusta Habron.  Council Member Weaver made a motion to re-appoint Augusta Habron as Town Clerk for full term.  A second by Council Member Hamilton and the motion was approved Ayes unanimously.   

 

The Re-Appointment of the Chief of Police for full term, Jim Smith.  Council Member Coachman made a motion to re-appoint Jim Smith as Chief of Police full term.  A second by Council member Weaver and the motion was approved, Ayes unanimously.

 

The Council Voted, on the meeting, of days and the time.  Council Member Adams made a motion to open for discussion.  The first Tuesday at 6:30 P.M. will be for Work Section and third Tuesday of the month will be for Council meeting at 6:30P.M.   Council Member Weaver made a motion to except the first Tuesday of the month at 6:00 P.M. For Work Section and the third Tuesday of the month will be Council Meeting at 6:30 P.M. . . .  There was a second by Council Member Adams and the motion was approved Ayes unanimously.

Adopt the Robert Rules of Order.  Council Member Weaver made a motion to adopt the Robert Rules of Order.  There was a second by Council Member Coachman and the motion was approved, Ayes unanimously.

 

Other Discussion Business:

   * Council Member Weaver ask if we could get Flags up on Nov. 11 for Veteran Day

   * Mayor reported that request for street repairs have been sent in to the Houston County for Granger Street, Hood Street, and Joe Cook Street at old Jr. Food Building.

    * Re-Appoint other positions was discussed.

    * Council Member Adams ask about Nuisance Ordinances, Jim Smith will check the Ordinance from the attorneys.

Mayor Smith opened the meeting to order at 6:30 p.m., he introduced Rev. Jimmy Coachman who will be giving the invocation.  Mayor Smith also introduced Scooter McCanes administered the Oath of Office for the Mayor and Council Members.

Mayor Lomax Smith opened the meeting at 6:30 P. M.  Council Member Exum made a motion to waive the reading of the minutes from the last meeting and to approve them as presented.  There was a second by Council Member Truitt and the motion was approved unanimously.

 

September financial reports were presented to the Council by the Clerk.  Council Member Exum made a motion to approve the reports as presented.  A second by Council Member Danford and the motion was approved unanimously.

 

Request to Adopt Resolution #08-0017 for the sell of 1996 Chevrolet Blazer (abandoned property).  Council Member Weaver made a motion to except the Resolution #08-0017 for the sell of 1996 Chevrolet Blazer (abandoned property).   A second was made by Council Member Truitt and the motion was approved unanimously.

 

Request to Adopt Resolution # 08-0017 for the sell of Gindy Trailer (abandoned property).  Council Member Exum made a motion to except the Resolution #08-0017 for the sell of the Gindy trailer. A second was made by Council Member Truitt and the motion was approved unanimously.

 

Request to renewal of AMIC Officials Bond.  Council Member Truitt made a motion to renewal of AMIC Officials Bond.  A second was made by Council Member Exum and the motion was approved unanimously.

 

Request to pay Bil-Mar Construction for Invoices #225749, #225750, #44701, #44702, #44706, #44704, when funds are available.  Council Member Exum approved payment for all above Invoices when funds are available.  A second was made by Council member Truitt and the motion was approved unanimously.

 

General Business:

Mayor announced that Jerry Woods received his ARWA Wastewater Operator License.

 

October 31, Friday night is Halloween Trick-or-Treated will start at 5:00p.m. until 8:00 p.m.  Council Member Danford, made a motion to OK the time for Trick-or-Treat.  A second by Council Member Exum, and the motion was approved unanimously.

 

Mayor Lomax Smith wanted to Thank, Council Member Woodford Exum for 12 years of service for District 5.  Council Member Todd Danford for 4 years of service for District 4.  Also Council Member Dorothy Long for 4 years service for District 2.  The Town of Cottonwood appreciates all their work they have done for the Town...

October 7, 2008

Mayor Smith opened the meeting at 6:30 P. M.  Council Member Exum made a motion to waive the reading of the minutes from the last meeting and to approve them as presented.  There was a second by Council Member Truitt and the motion was approved unanimously.

 

Chief Smith presented September 08 monthly report to the Mayor & the Council.  Chief Smith reported that all officers completed firearms recertification.  Reported 5 juvenile charged with Unlawful Possession of a Controlled Substance.  Chief Smith notified a resident on Granger Street that they had 10 days to comply with the health and safety code by removing numerous tires form the rear of the residence.  Chief Smith reported the Town received MRS meals at no cost to the Town Community Shelter, to be used at times when the shelter is occupied. Cottonwood Police Department is investigating several complaints of criminal mischief involving spray painting graffiti.  Also the three items placed on Gov Deals was submitted.                    

 

Chief Danford presented September 08 monthly report of activities by the Fire Department to the Mayor & the Council Members.  Chief Danford presented financial reports for the Fire Department. Chief Danford also reported 2 calls for service for the month, and a total of 87 call of service as of  09/30/2008.  Chief Danford reported 0 gallons of water for the month of September.  Chief Danford reported the updates.  Tanker sill out of service waiting on gearbox, Bay fire has it on back order form the manufacturer.  Traffic vests have been ordered.  Also reported last meeting Cottonwood Fire Department has one new member to join, a past member has moved back to Cottonwood. Chief Danford reported a total of 17 – 18 Volunteer Members.

 

Request to adopt Ordinance #08-0015 for Abandoned Property.  Council Truitt made a motion to adopt Abandoned Property Ordinance #08-0015.  There was a second by Council Exum and the motion was approved Ayes unanimously.

 

Request to do funding for 4 months for the Nutrition Center to help with the meals until funds come available.  Council Danford made a motion to help with the funding for 4 months.  There was a second by Council Weaver and the motion was approved was approved Ayes unanimously.

 

General Business:

The three items that was placed on Gov /Deals has sold. The 1995 Geo Tracker sold for $2,183.00 and MPH Python Radar sold for 362.00 and Bush Hog sold for $302.05.  Council Weaver made a motion to except the bids for all three items.  There was a second by Council Truitt and the motion was approved was approved Ayes unanimously.

August financial reports were presented to the Council by the Clerk.  Council Member Exum made a motion to approve the reports as presented.  A second by Council Member Weaver and the motion was approved unanimously.

 

The Proposed budget for Fiscal Year 2008 thru 2009 for the Town, Fire Department, and the Water Board was presented to the Council by the Mayor & the Clerk.  Mayor discussed, after we get up to date on payments to Bil-Mar Construction from the water account, if funds are avaible in Capital Outlay getting a truck for the water department. Also the Town is trying to save money by the Police Officers going to 13 hours shifts and cutting back on gasoline.  Any ideas to save the Town money will be beneficial.  Council Member Exum made a motion to except the budget for fiscal year 2008 thru 2009.  A second was made by Council Member Truitt and the motion was approved unanimously.

 

General Business:

Police Chief Smith wanted to let every one know that the Town is going to have a 1995 Geo Tracker that has around 120,000 miles and is in good condition.  Also a bush hog that needs some work.  Both will be for sale on Gov/Deal.com, this week.

September 2, 2008

Mayor Smith opened the meeting at 6:30 P. M.  Council Member Exum made a motion to waive the reading of the minutes from the last meeting and to approve them as presented.  There was a second by Council Member Truitt and the motion was approved unanimously.

 

Chief Smith presented August 08 monthly report for the Police Department. Officer Paul Motzenbecker has joined the staff as a part-time officer.  The Cottonwood Police Department received $800.00 in traffic safety money.  It was used to pay officer overtime for traffic enforcement furring the Labor Day Holiday Period.  FEMA conducted a site visit and requested additional data regarding the community storm shelter project.  The project appears to be progressing well and is in the final stages of review.  Chief Smith reported the monthly activity to the Council.                    

 

Chief Danford presented August 08 monthly report of activities by the Fire Department to the Council Members.  Chief Danford presented financial reports for the Fire Department. Chief Danford also reported 12 calls for service for the month and a total of 85 call of service as of 08/30/2008.  Chief Danford reported approximately 30,000 to 40,000 gallons of water used in the month of August.  Chief Danford reported the updates.  On August 16th was a work day for the fire department.  Engines 1, 2, and 3 were pump tested and passed.  The Tanker is out of service until repairs on PTO gear box can be made. Forestry grant for $1,922.00 was received in the month of August and voted at their last business meeting to use the money for the new traffic vest and rest to go toward new radios. Department has ordered new vest for members that meet new Federal Government Mandate.  Also reported new radio frequency may start changing in November with a deadline of March for the whole State of Alabama.  They will start purchasing some radios to replace the ones that will not re-program.  ISO has sent a community outreach package wanting all changes we have made since the last grading.  This will possibly mean we will have another review soon.

 

Town of Cottonwood received a letter from Judge Luke Cooley that Houston County has recently received notice of possible grant money from HAVA (Help America Vote Act) to aid in making our polling places ADA compliant.  Judge Luke Cooley would like to upgrade the restrooms in our facility.  If The Town of Cottonwood is interested in the improvements we should submit written approval.  A motion was made by Council Weaver to greatly except any improvements to upgrade the restrooms.  There was a second by Council Exum   And the motion was approved Ayes unanimously.

 

Two SolorBee are no longer needed at the lagoon so we like to declared them surplus equipment.   Council Truitt made a motion to declare Two SolorBee surplus equipment there was a second motion by Council Long.  And the motion was approved Ayes unanimously. 

 

Mayor Smith reported that the project at the lagoon is finished and the Sewer Grant is almost completed.

August 19, 2008

Mayor Lomax Smith opened the meeting at 6:30 P. M.  Council Member Exum made a motion to waive the reading of the minutes from the last meeting and to approve them as presented.  There was a second by Council Member Truitt and the motion was approved unanimously.

 

July financial reports were presented to the Council by the Clerk.  Mayor Smith also reported he had done a profit & loss comparison.  The gas tax is down 16% and 3% sales and use tax is down 7.9% and rental tax is up 20%.  We are looking for our 3% sales and use tax to pick up because of the Dollar General Store being open. Council Member Long made a motion to approve the reports as presented.  A second by Council Member Truitt and the motion was approved unanimously.

 

Resolution #08-0011 Act 2008-555 for retirees and will allow the one-time lump sum payment to be granted retroactively.  Employer Rate Act 2008-555 if adopted: 3.09% of payroll assumes effective date of change is 10/01/2008   Council Member Truitt made a motion to adopt the Resolution #08-0011 at Rate 3.09%.  A second by Council Member Exum and the motion was approved unanimously.

 

General Business:

 * Council Member Danford questioned Mayor as to why grant for park was turned down.  Mayor Smith said that the grant application had only been postponed for Park due to lack of matching funds.

 * Council Member Long reported usage of Town Equipment and that an employee was moving a Big Rock at Mr. Chad Burke yard on private property. ( Mayor Smith reported Big Rock was needed for proposed FEMA shelter back fill  )

 * Street Light a the end of the road on Houston Street.

 

There being no further business to come before the meeting, there was a motion by Council Member Danford to recess and reconvene Sept. 2, 2008 at 7:00 A.M. for the canvassing the results of the Election.  There was a second by Council Member Truitt, and the meeting was adjourned at 6:49 P.M.

Discussion on Tap Fees:

The Clerk report on the different town’s tap fee's that are being charged. The Clerk reported the amounts that the town is paying for the taps and the bores. This discussion is tabled until a later date.

 

Resolution #08-0005 Providing for the Town of Cottonwood Participation in the Agricultural Refund procedure as Authorized by Act #2008-275.  Council Member Truitt made a motion to adopt the Resolution #08-0005.  A second by Council Member Weaver and the motion was approved unanimously.

 

The clerk reported qualifying persons running in the municipal election held August 26, 2008.  Running for Mayor will be Lomax Smith, and Dorothy Long.  Running for Council District One Clifton Truitt without opposition. Running for Council District Two is, James Earl Coachman without opposition.  Running for Council District Three is, Drena Weaver without opposition.  Running for Council District Four is, Todd Danford, Ann (Doodle) Adams, and Michael Parsons.   Running for District Five is, Ken Hamilton, Mary Ann Lundy

Council Member Weaver made a motion to adopt the Resolution #08-0006.  A second by Council Member Long and the motion was approved unanimously.

 

From Mayor to Council notifying council that only one person filed a statement of Candidacy for a Particular Office. On Tuesday July, 15th by 5:00 p.m., preceding the 26th day of August, 2008 the date set for an election of municipal offers in the Town of Cottonwood, Alabama and the name of such persons are Clifton Truitt for District One,

And James Earl Coachman for District Two and Drena Weaver for District Three.  

 

Resolution #08-0007 For Each Officer Elected without Opposition Council for District One Clifton Truitt, Council for District Two James Earl Coachman, and Council for district Three Drena Weaver.  Council Member Long made a motion to except the Resolution #08-0007.  A second by council Member Exum and the motion was approved unanimously.

 

Certificate of Election were presented to Weaver, Truitt and Coachman.  Council Long made a motion to approve the Certificate of Election to present.  A second by Exum and the motion was approved unanimously.

Chief Smith will not be here tonight, he is in Montgomery at the Alabama Association Chief’s of Police Conference.

 

Chief Danford presented the monthly report of activities by the Fire Department for June to the Council Members.  Chief Danford presented financial reports for the Fire Department. Also reported 9 calls for service and approximately 4,500 gallons of water used in June.  The updates for the Fire Department are:

    1.   Brush truck payment is due in August.

    2.   Annual service on the truck and pump is complete.  

    3.   Pump test scheduled is coming up.

Mayor Smith wanted to thank the Fire Department for directing traffic on Sunday 06/29 on Hwy 53 where the tree fell.

 

Authorize payment for Bil-Mar for invoice #225746 for the amount of $4,255.36, invoice #225748 for the amount of $2,156.82 and invoice #225747 for the amount of $5,858.33 funds permitting.  Council Member Long made a motion to pay the invoices as presented as funds permitting.  There was a second by Council Member Truitt and the motion was approved with all Ayes and No Nays.

 

Signing of Ordinance 08-0003 was completed.

 

Ordinance 08-0004 Compensation of Absentee Election Manager Pursuant to Section 11-46-57, Code of Alabama, of the Town of Cottonwood shall be and the same is here by fixed at the sum of $50.00 per day for the performance of Town Clerk duties with respect to the absentee ballots on election day and during 35 - day period prior to day of the election for which services are required to be paid from the Town of Cottonwood treasury.

Council Member Danford made a motion to adopt Ordinance 08-0004. A second by Council Member Weaver and the motion was approved with all Ayes and No Nays.

 

Discussion of Tap Fees was delayed until more information is provided.

 

Discussion of Cottonwood Cemetery of the perpetual care, Council Member Long ask  that we provide perpetual care of the cemetery whether we help Joann Jackson and Joann Owens when they collect funds for clean up or  if something happen to Joann or Joann that this Town makes sure that whole cemetery is kept clean.  Mayor Smith said he did not have a problem helping supplement with the cleaning and thought it was a good ideal to help with the care for Cottonwood Cemetery but he would like to discuss it with the Town Attorney to make sure everything is legal in case an employee gets hurt while on the property working. Council Member Long made a motion to except to help with the perpetual care of the whole entire Cottonwood Cemetery.  A second by Council Member Danford motion and the motion was approved with all Ayes and No Nays. 

 

Paving of the unpaved section of Butler Street was quoted between $11,000.00 and $12,000.00. Council Member Weaver made a motion to pave the unpaved portion of Butler Street.  A second by Council Member Long and the motion was approved with all Ayes and No Nays.

Mayor Lomax Smith opened the meeting at 6:30 P. M.  Council Member Long made a motion to waive the reading of the minutes from the last meeting and to approve them as presented.  There was a second by Council Member Weaver & Exum, and the motion was approved unanimously.

 

May financial reports were presented to the Council by the Clerk.   Council Member Exum made a motion to approve the reports as presented.  A second by Council Member Truitt and the motion was approved unanimously.

 

Approval for the remodeling for the Office.  Proposal for Laws Roofing the total was $6,452.00 and proposal for Danny Kirkland, total was $3,640.00.  Council Member Exum made a motion to except Danny Kirkland proposal for the remodeling for the office.  A second by Council Member Truitt and the motion was approved unanimously.

 

Resolution #08-0001 which needs to immediately to provide for preclearance from the United State Dept. of Justice the use of AutoMark votes 87000 electronic vote counting system which complies with section 17-24-3 of the code of Alabama. Council Member Clifton made a motion to adopt the Resolution #08-0001.  A second by Council Member Exum and upon a roll call vote; the following vote was recorded:

      The County started the work on the culvert on Wood Street at the Church.

       Consecration of the Cemetery, appointed Council Member Truitt contacting the Churches and setting the arrangements.                

       Discussed the loan at Wachovia Bank for the Building payment for Fire Department and Nutrition Center came up for renewal the interest rate changes from 4.33% to  6.77%.

Town General Fund account has available funds to pay off note for Fire Department & Nutrition Center will continue paying the same amount to the Town until balance is paid in full with no interest.  Council Member Weaver made a motion to pay off loan for the building payment.  A second by Council Member Exum and the motion was approved unanimously.            

 

Other Business Discussed:

      Clean up trash on Houston Street

      Setting up a meeting with the City of Dothan to resolve the matter of animal control fees.

      Ordinance No. 07-0027 on impact fees for all new residential and commercial sewer service in the Town of Cottonwood, Alabama are abolished.  All six customers that paid an impact fee of $500.00 will be refunded the deposit from the account Cottonwood Impact Fee account then close account out. Council Member Long made a motion to abolish Ordinance No. 07-0027 and refunded all customers that paid the impact fee and close Impact Fee account.  A second by Council Member Danford and the motion was approved unanimously all Ayes and No Nays.  

     Council Member Danford asks to add the Cottonwood Cemetery on the next agenda for  discussion.

     Fencing Bruner Park

     Council Member Long, question why gate has been left open at the land field.  Mayor replied that the County, is doing some work on the land field with their dozer and they are coming in and out. 

    Chief Smith reported said Mr. Hicks has gone to part-time Police Officer.  Chief Smith introduced Mr. Taylor as the Town of Cottonwood new Police Officer and he will be working part-time.

Mayor Pro Tem Truitt opened the meeting at 6:30 P. M.  Council Member Weaver made a motion to waive the reading of the minutes from the last meeting and to approve them as presented.  There was a second by Council Member Long and the motion was approved unanimously.

 

Chief Smith presented the monthly report of activities by the Police Department to the Council. He reported that it had been a busy month; 16 reports written, 107 traffic warnings issued, 74 Traffic citations issued, 3 Drug arrest and 2 misdemeanors.  Chief Smith has completed classes in Criminal Law and Law Enforcement. He also attended training conducted by the Alabama Department of Public Health. 

 

Chief Danford presented the monthly report of activities by the Fire Department for May to the Council Members.  He reported 19,000 gallons of water used in May.  He presented financial reports for the Fire Department. The Fire Department received a plaque from Substance Abuse Board for their participation in Prom Promise. Council Truitt thanked the Fire Department for all the good work.

 

Request authorition to open new Bank Account for Cottonwood Nutrition Center Arts & Craft, Council Member Long made a motion. There was a second by Council Member Danford and the motion was approved unanimously all Ayes and no Nays.

 

Authorities to permit the Mayor Smith, Mayor Pro Tem Truitt, Town Clerk Augusta Habron and Faith Dodd to sign on the new Cottonwood Nutrition Center Arts & Crafts account.  This Account will require two signatures.  Council Member Danford made a motion.  There was a second by Council Member Long and the motion was approved with all Ayes and no Nays.

Mayor Smith opened the meeting at 6:30 P. M.  Council Member Exum made a motion to waive the reading of the minutes from the last meeting and to approve them as presented.  There was a second by Council Member Truitt and the motion was approved unanimously.

 

Chief Smith presented the monthly report of activities by the Police Department to the Council. He reported a slow month; The Southeast Alabama Safety Office awarded the Cottonwood Police Department $500.00 for use in traffic safety.  The monies will be used to pay officers overtime for traffic enforcement activities.  On monthly activity they had 349 calls for service. Council Weaver as a grand parent wanted to Thank Chief Smith for all the help that the police Department did on keeping the 5th graders safe at the Hughes, for Nature Day.  Council Long, also ran into a person that also said the Chief Smith was doing a very good job. 

 

Chief Danford presented the monthly report of activities by the Fire Department for April to the Council Members.  He reported 300 gallons used in April.  He presented financial reports and known expenses for the rest of 2008.   He also reported on 2008 fire fighters assistance grant request, and updates. 

 

Approval for revised Resolution for Ad Valorem Property Tax. Council Member Long made a motion to revise the Resolution for Ad Valorem Property Tax for the Town of Cottonwood.  There was a second by Council Member Exum and the motion was approved with 5 Ayes and Council Danford voted Nay.

 

Review proposal for remodeling was discussed, The Council decided to type up a proposal of what work is needed to be done, and let each contractor’s price the job out. 

 

Invoices #225740 for $7,324.00, #225742 for $4,226.60, #225743 for $3,155.37, #225744 for $5,322.00, and #225745 for $1,850.26 from Bil-Mar Construction was presented to the Council for authorization to pay as funds are available.  Council Member Exum made a motion to pay the invoices as funds are available; a second by Council Member Danford and the motion was approved unanimously.

 

June 26 is the last day on which the council may adopt an ordinance establishing qualification fees?  The qualification fee will remain the same Mayor $50.00 and Council $25.00.  No changes made.

 

Approval for Prim Care Occupational Medicine (PCOM) agreement for Workers Compensation Ins.  Council Truitt made a motion to except; a second by Council Exum

And the motion was approved unanimously.

 

Present Invoice from Armortex for $1,437.20, to purchase bullet resistant glass.  Council Weaver made a motion to pay the invoice to Armortex for $1,437.20; a second by Council Exum and the motion was approved unanimously.

Discussed financing the Cemetery Lots and having as set payment of $50.00 a month.  If payments are made for the Lot it would have to be paid in full before any person could be buried in the plot. Long made a motion to take payment for cemetery plots no less than $50.00 a month and has to be paid in full before burial; a second by Danford and motion was approved unanimously 5 Ayes and No nays.

 

Discussion of Bruner Park about having a committee and getting water to be able to water the grass.  Mayor appointed Danford and Weaver and Chief Smith to be in charge of the committee. 

 

Water and Sewer Impact fees were discussed.

Chief Smith presented the monthly report of activates by the Police Department to the Council Members.  The Town of Cottonwood received the Gold Risk Management for the Alabama League of Municipalities.  This places the Town of Cottonwood in the Top 5% of performers of the 760 municipalities within Alabama.

 

Chief Danford presented the monthly report of activates by Fire Department.   Approximately 2200 gallons of water was used in March.  Chief Danford presented Cottonwood Fire Department financial report and updates in the Fire Department to the Council Members.     

 

Mayor Lomax Smith wonted to remind everyone that has not filled out State of Alabama Ethics Statement they are due no later than April 30, 2008.

 

Mayor Lomax Smith presented to the Council Member to proclaim April as “Child Abuse Prevention Month” in the Town of Cottonwood.  Council Member Exum made a motion to except.  There was a second by Council Member Weaver and the motion was approved unanimously 5 Ayes and NO Nays.

Mayor Smith made a motion to waive the reading of the minutes from last meeting on February 19.  Council Member Truitt made a motion to approve them as presented.  There was a second by Council Member Exum and motion was approved unanimously 6 Ayes and No Nays.

Chief Danford presented the February monthly report of activates by the Fire Department to the Council Members. Chief Danford reported that Firefighter responded to 7 calls and no water was used for the month.  Also Chief Danford meet with Mr. Roy Mott (Alabama Forestry Comm.) reported that frequencies will be changing.  Chief Danford said that some Radio can be reprogrammed and some Radio will need to be replaced by end of year.

 

Approval for Judges Desk area and the quote for the plans for the desk were discussed. There were question concerning storing the desk area when Community Room is being rented out.  In discussion of plans that we wait until all matter are final before purchasing desk.  New chairs were discussed for the Desk area.   Council Member Long made a motion to except the bid on the plans.  There was a second by Council Member Weaver and the motion was approved unanimously 6 Ayes and NO Nays.

 

Approval for quote walk through Metal Detector was discussed and there are question concerning the location for this Detector. Gulf State Distributors invoice for $3375.00 was the lowest bit. Council Member Long made a motion to table the Metal Detector until the March 18th meeting for further clarification of placement.
